NH NEWPORT — Newport Zoning Board approves childcare variance after two decades, defers cluster-development decision. The board voted unanimously to grant a variance for the facility at 167 Summer Street, owned by Jeremy and Angela Willey, which has operated approximately 20 years without proper approval and continues serving 40 children under state licensing. In separate action, the board unanimously voted to continue consideration of Jonathan Ratcliff's request for a 10-unit cluster-development special exception on Langley Road, deferring to April 15 pending legal counsel review of whether the proposal should be processed as a planned unit development.
