Planning Board hears multi-unit housing water requirement proposal

NH NEWPORT — Planning Board holds first hearing on multi-unit housing ordinance. Planning Board member Scott Stanton proposed a warrant article for the May 2026 town meeting requiring residential projects with more than three dwelling units to connect to municipal water and sewer to concentrate development in the town center. Developers Douglas Campbell and Jack Franks opposed the measure as too restrictive; Planning and Zoning Administrator Christina Donovan said it is mainstream practice in other towns.
Board members debated whether the three-unit threshold should be higher, possibly 10 or 15 units, before the measure moves to voters.
